Gov. Gavin Newsom has signed two bills to reform pet insurance and provide more assistance for pet owners in California. The legislation, which was signed on Sept. 26, 2024, aims to reduce the cost of pet care and address the urgent need for readily accessible spay and neuter procedures to prevent shelter overcrowding.
The first bill, SB 1217, which was introduced by Senator Steven Glazer (D-Orinda), calls for greater transparency from insurance companies for pets. It also requires clear disclosures about the changes in coverage based on a pet's location or age and exclusions for pre-existing conditions. The bill also specifies that insurance must be provided within two days after receiving a complete application and payment, ensuring timely access to pet owners' insurance.
"Every pet deserves a home - and every home is happier with a pet - but the rising costs of pet care present real challenges," Newsom said in a statement.
The second bill, SB 1233, which was authored by Sen. Scott Wilk (R-Santa Clarita), permits a California vet school to establish a certification program for facilitating access to low-cost, spay, and neuter treatments.
This measure is in addition to legislation from AB 1983, which was signed earlier this year and created the Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund. This fund permits Californians to donate from their tax refunds to help fund grants to provide affordable spay and neuter treatments.
Newsom has passed a number of protections for animals, such as banning the sale of certain animals and prohibiting the use of animals in circus shows. The state has invested $50 million into animal shelter programs to achieve the goal of killing no animals.
